The
Explanatory Statement Committee (ESC) produces a draft of an impartial, simple, and understandable statement of 500 words or less for each ballot measure that will be printed in the Voters' Pamphlet. The ESC is composed of two proponents of the measure selected by the chief petitioners, two opponents, and a neutral 5th member.
The Secretary of State selects two opponents to serve on each ESC for which there may be a potential ballot measure. Currently, we are considering appointments for the following measures:
