Council members who are not full-time public employee of the State, an Oregon city, county, special district, school district, or community college may be eligible for Secretary of State Volunteer Stipends. Eligible council members may choose to receive a volunteer stipend on their own behalf, may choose to accept a stipend on behalf of a nonprofit organization, or choose to decline a volunteer stipend.
