Election Worker Address Confidentiality

In Oregon’s 2022 legislative session, House Bill 4144 passed with the purpose of protecting Oregon election workers’ (as defined) residential address from disclosure in otherwise public voter registration records. This law amends ORS 247.965. This website allows for elections workers to submit their information for exemption under these regulations. After approval by a state or county elections official, address information will be processed through the state’s centralized voter registration system for exemption. In the 2023 legislative session, Senate Bill 166 expanded this protection to include members of an elections worker’s household. If you use this form to request residence address confidentiality:

  • Your County Elections Office will verify requests made through this website and will periodically re-verify the information.
  • You must provide a valid email address to fulfill and sustain requests for residential exemption under these regulations.
  • Unless otherwise specified in this form, your ballot will be available at your county elections office of residence.
  • Your information may still be disclosed in compliance with a court order, a request by a law enforcement agency, or with your consent.
  • Household members must be at least 16 years of age (if you are 16 or 17 years of age, you will not receive a ballot until an election occurs on or after your 18th birthday.)

​​As defined by OAR 165-005​-0135​​​ an elections worker is:

(a) For purposes of this rule, an “election worker” is an individual employed full-time, part-time or as a volunteer who is serving the State of Oregon or any other public body, as defined in ORS 174.109, as an elected official, appointed official, employee or agent, and whose official duties include carrying out any duty, function or power set forth in Oregon Election Laws.

(b) Election workers include, but are not limited to, the following:

(A) County clerks;

(B) Employees hired by state, county, or local elections officials to perform any duty, function or power set forth in Oregon Election Laws or assist in such work;

(C) Volunteers appointed by state, county, or local elections officials to perform any duty, function or power set forth in Oregon Election Laws, or to assist in such work;

(D) Employees of vendors under contract with state, county, or local elections officials to perform any duty, function or power set forth in Oregon Election Laws, or to assist in such work, including providing or maintaining voting machines and vote tally systems or printing official ballots;

(E) The Secretary of State;

(F) Employees of the Secretary of State’s Election Division and other employees of the Secretary of State who assist in their work; and

(G) Employees of the federal government or employees of vendors under contract with the federal government who administer federal elections laws or otherwise assist state, county, or local officials in performing any duty, function or power set forth in Oregon Election Laws. ​
