Financial Estimate Committee Process
The FEC typically holds several meetings to draft financial impact statements. The initial financial impact statement must be filed by
July 27, 2026. The FEC consults with the Legislative Revenue Office (LRO) to determine if the measure has potentially significant indirect economic or fiscal effects which can be estimated.
A public hearing is also held to accept public comments. Suggested changes or other relevant information may be submitted orally or in writing through the date of the public hearing. If public comments are submitted, the FEC will hold a reconsideration meeting prior to submitting a final financial estimate.

- Reconsideration and potential vote on financial impact statement in light of submitted public testimony.
Public Participation
Interested parties may observe the FEC committee deliberations via the
Oregon Legislative website. After each meeting, video recordings will be available on the Secretary of State’s Financial Estimate Committee page. Public comment will
not be taken at these meetings.

public hearing to be held on
Thursday, July 30, 2026, from 9:00 – 10:00 a.m. Comments received during this hearing will be reviewed and considered by the FEC during the scheduled meeting on Monday, August 3.

Nomination meeting for the fifth financial estimate committee member. According to ORS 250.125, the fifth member of the FEC should be a representative of a city, county, or district with expertise in local government finance. The local government representative is selected by the other four committee members.
