Register a Committee or Independent Expenditure Filer

The following information only applies if you have determined that you are required register a committee or independent expenditure filer on ORESTAR.

Make a selection below to find out more:

​​​​​​Registering a Candidate Committee:

  1. Once logged into ORESTAR, navigate to your Private Workshop
  2. In the left navigation pane, select Submit New Filing
  3. Select Candidate Committee
  4. Select your role
    • ​Warning! You will need to start over completely if you select the incorrect role at this stage.
  5. Select Next
  6. Enter the applicable information into the various tabs
  7. Select Submit Filing
  8. Read the liability attestation
  9. Select File

Note: If the candidate and treasurer are not the same person, the other person will need to obtain access to the filing to continue.

Helpful Tips:

  • The committee’s address must not be a PO box
  • If you don’t already have a bank account set up, enter the information you intend to open the account with. If the information changes, let us know within 5 days by amending your filing.
  • Generally, candidate committees do not have Directors
  • Generally, the Multiple Directors tab is blank
  • Generally, the Other Election Activity tab is blank
  • Use pages 75-77 of the Campaign Finance Manual as a guide for filling out the fields ​​​

Certificate of Limited Contributions and Expenditures:

Will your committee spend less than $5,000 in contributions or expenditures in this calendar year? If yes, you may be exempt from filing detailed transactions. See page 14 of the Campaign Finance Manual.

Registering a Political Action Committee (PAC):

  1. ​Once logged into ORESTAR, navigate to your Private Workshop
  2. In the left navigation pane, select Submit New Filing
  3. Select Political Action Committee
  4. Select Next
  5. Enter the applicable information into the various tabs
  6. Select Submit Filing
  7. Read the liability attestation
  8. Select File

Helpful Tips:

  • The committee’s address must not be a PO box
  • If you don’t already have a bank account set up, enter the information you intend to open the account with. If the information changes, let us know within 5 days by amending your filing.
  • Use pages 77-80 of the Campaign Finance Manual as a guide for filling out the fields

  3. Select Petition Committee
  4. Select Next
  5. Enter the applicable information into the various tabs
  6. Select Submit Filing
  7. Read the liability attestation
  8. Select File

​Registering an Independent Expenditure Filer​

  1. ​​Once logged into ORESTAR, navigate to your Private Workshop
  2. In the left navigation pane, select Submit New Filing
  3. Select Independent Expenditure Filer
  4. Select your role
  5. Select Next
  6. Enter the applicable information into the various tabs
  7. Select Submit Filing
  8. Read the liability attestation
  9. Select File

Important Information:

  • The filer name cannot be changed later
  • Independent Expenditure filer registrations cannot be withdrawn or discontinued
