File a Statement / Argument in the Voters' Pamphlet

​​​​ ​​​The Oregon Voters' Pamphlet contains information about candidates, ballot measures and political parties, and details about the election process. Portions of the pamphlet are translated into multiple languages for an online version.

The pamphlet includes:

  • Candidate statements;
  • Measure arguments for state measures;
  • Political party or assembly of elector statements (general election only);
  • Precinct committeeperson statements (primary election only);
  • Fiscal impact statements for state measures;
  • Explanatory statements for state measures; and
  • Legislative arguments in support of a legislative referral.
The online translated pamphlet includes:
  • Spanish translations of federal and statewide candidate statements and 
  • Translations into the most common languages​ in Oregon of: 
    • Federal and statewide candidate-submitted translations of their English statement; 
    • State measures; 
    • Fiscal impact statements for state measures; 
    • Explanatory statements for state measures; and ​
    • Filer-submitted translations of English arguments in support or opposition to state measures.

Except for translated candidate statements and arguments, filers must submit filings electronically using ORESTAR

Effective August 19, 2022, until further notice, translated statements and measure arguments must be submitted by PDF files by email to the Oregon Secretary of State Elections Division email: elections.sos@sos.oregon.gov. Please see the Voters’ Pamphlet Filing Quick Guide​ for more information.

Candidate statements, measure arguments and political party or assembly of elector statements can be filed by fee or petition. Fee filings require payment online at the time of submitting the filings. Translated submissions of paid English statements and measure arguments do not require an additional fee. ​Petition filings must be approved by the Elections Division before gathering signatures. Approval is sent by email. Completed voters' pamphlet petitions must be submitted by paper.

The State Voters' Pamphlet Manual has information about submitting voters' pamphlet statements and arguments. 

The ORESTAR User Manual: Voters' Pamphlet Filing and the State Voters’ Pamphlet “Quick Guide”​ guide users through the filing of English and translated statements or arguments. ​

The Petition Submission-Candidate, Voters' Pamphlet form must be completed when submitting signature sheets.

Statement of Endorsement forms, if required, can be filed by paper or scanned as a PDF and attached to the electronic filing in ORESTAR.
