This Oregon State Highway Department photo was taken of the Old Oregon State Capitol in Salem. The cornerstone for the capitol, Oregon's second, was laid in October 1873; the building faced west toward downtown Salem.
The bronze statue, The Circuit Rider, in front was sculpted by A. Phimister Proctor and presented to the state in 1924.
