In partnership with the Legislative Policy and Research Office, the Oregon Secretary of State oversees the process for creating official Explanatory Statements and Fiscal Estimates for statewide ballot measures. These statements accompany each qualified ballot measure in the statewide Voters Pamphlet, which is mailed to every household in Oregon.
