The office includes the Government Relations team, Communications team, Public Records and Rulemaking team and ODOT’s single-point constituent service and ombudsman office: AskODOT. Delivery and Operations Division

The division is responsible for the design, maintenance, operation and construction of Oregon’s roughly 8,000 miles of state highways. Their activities include identifying highway needs; maintaining state highway routes; building multimodal capacity on facilities; acquiring rights of way; designing highways, bridges and related structures; evaluating environmental impacts of proposed projects; and conducting traffic studies.

Policy, Data and Analysis Division

The division produces statewide transportation plans and policies; assists local governments in planning; collects and analyzes data to support strategic investment decisions; oversees transportation research; manages mulitmodal grant programs; and leads ODOT’s efforts to address climate change through transportation policy and investments. The division also develops the Statewide Transportation Improvement Program, which is the state’s four-year transportation capital improvement program.​

Public Transportation Division

The division supports intercity passenger bus and rail service and provides grants to local and regional governments and non-profit organizations for transportation services. Programs include Transit, Intercity Passenger Rail and Bus and Rail and Transit Safety.

Urban Mobility Office

The office is charged with advancing ODOT’s mission to comprehensively address the most pressing transportation challenges in the Portland region. The office executes ODOT’s Urban Mobility Strategy, a Portland area program to manage traffic with tolling, reduce highway bottlenecks and make strategic multimodal transportation investments.

The office leads the agency’s budget development and execution processes. They provides reliable, accessible and credible information to partners, stakeholders and the public on ODOT’s funds and its role as a steward of public funds.

Commerce and Compliance Division

The Commerce and Compliance Division (CCD) ensures the safety of commercial trucks and buses and collects fees for their use of the roads. The division collects weight-mile tax and truck registration fees from trucking companies an enforcement program to ensure  trucks follow size and weight requirements.  CCD enforces commercial vehicle laws, including regulations on driver hours of service. They also oversee Oregon rail operations to ensure the structural safety of railroad cars, equipment, track, crossings and signals. Other duties include ensuring a safe environment for railroad employees and monitoring the safety compliance of light rail, streetcar and trolley service providers.

Driver and Motor Vehicle Division

The Driver and Motor Vehicle Division (DMV) protects financial and ownership interests in vehicles, provides driver licenses and identification cards for Oregon residents and collects revenues for Oregon’s statewide multimodal transportation system. There are currently more than 3.1 million licensed drivers and more than 4.5 million registered vehicles in Oregon. DMV regulates and inspects about 3,500 vehicle- and driver-related businesses, such as auto dealers and dismantlers. The division is also ​home to statewide transportation safety programs. These programs conduct campaigns focused on increasing safe driving behaviors such as using safety belts and child safety seats, and reducing dangerous driving behaviors such as impaired driving, speeding and distracted driving. The Transportation Safety Office partners with law enforcement, safety advocates and others to promote transportation safety. Headquartered in Salem, DMV has 59 field offices throughout the state.

The Support Services Division (SSD) includes the Office of Employee Safety, Human Resources, Procurement Office, Information Systems, Facilities Services and Data Solutions. These branches provide administrative, operational and managerial services for all ODOT divisions, the Oregon Transportation Commission and other stakeholders.
