The Oregon Legislature created the State Board of Tax Practitioners in 1974 to protect consumers from incompetent and unethical tax return preparers, the first law and organization of its kind in the country. Today, the board licenses and regulates nearly 4,000 individual tax practitioners and more than 1,200 tax preparation businesses. The board is comprised of seven volunteer members who serve staggered three-year terms. Six of the members are licensed tax consultants, and the seventh member represents the general public. Four full-time staff administer day-to-day operations. The board is completely self-funded through licensing and examination fees and civil penalties. Its stringent licensing, examination and continuing education standards exceed those of the Internal Revenue Service.
