The Oregon Legislature created the board in 1974 to protect consumers from incompetent and unethical tax return preparers, the first law and organization of its kind in the country. Today, the board licenses and regulates roughly 3,500 individual tax practitioners and more than 1,200 tax preparation businesses. The board is comprised of seven volunteer members who serve staggered three-year terms. Six of the members are licensed tax consultants, and the seventh member represents the general public. Three staff administer day-to-day operations.
