Community Services Division

The division administers grant programs for local governments and provides technical land use planning assistance to local government planners and officials, the general public, and stakeholders. The division reviews local comprehensive plan amendments and provides expertise on a wide range of subjects related to city and county comprehensive plans. Staff in this division include regional representatives serving local governments around the state as well as specialists in farm and forest, solar development, natural resources, urban and rural planning, and economic development.

The committee is appointed by the Land Conservation and Development Commission. It advises the commission and the department on equitable and appropriate allocation of grants, technical assistance funding, and other issues assigned by the commission.

Oregon Coastal Services Division

The division oversees Oregon’s federally designated coastal management program providing technical assistance and resources to coastal communities. The division helps communities address and adopt local plans related to estuaries, shorelands, beaches and dunes, and coastal hazards. It also oversees development of Oregon’s Territorial Sea Plan in cooperation with other agencies and conducts federal consistency reviews for federal projects and permit proposals. The coastal program is heavily engaged in efforts addressing climate change adaption and mitigation in the coastal zone.

Ocean Policy Advisory Council

The Oregon Ocean Policy Advisory Council (OPAC) is the legislatively mandated marine policy advisory body. It provides, among other statutory charges, advice to the Governor, state agencies and local governments on ocean policy and resource management matters. The OPAC has diverse membership made up of representatives from coastal community interests, state agencies, conservation interests, and the general public.

The Planning Services Division includes four programs that focus on specific topics: transportation planning, natural hazards mitigation planning, community green infrastructure, and property rights. The transportation team is part of the Every Mile Counts multi-agency partnership and leads the Climate-Friendly and Equitable Communities rulemaking efforts. ​

The division strives to ensure the principles of fair housing by facilitating housing production, affordability, and choice. Staff provide planning and funding assistance to Oregon cities and counties.

Citizen Involvement Advisory Committee

The committee was established to advise LCDC and local governments on matters pertaining to community engagement in all phases of the land use planning process. It is an advisory body with no explicit or implied authority over any local government or state agency. The committee has up to ten volunteer members who serve four-year terms, including one from each of Oregon’s six congressional districts and four who may be chosen at-large.

LCDC appoints the committee for the purpose of promoting mutual understanding and cooperation between LCDC, DLCD and local governments in implementing and improving the statewide land use planning system. The committee is comprised of persons serving as city or county elected officials and reflects the geographic diversity of the state.​
