This program area inspects all of Oregon's food distribution systems (except restaurants) to ensure food is safe for consumption. It ensures animal feeds meet nutritional and labeling standards to protect and maintain animal health. The program also registers brands and unique identifiers for livestock owners and conducts brand inspections to ensure livestock ownership is properly documented and verified to deter and prevent livestock theft.

Market Access and Certification Programs promote and create product demand, ensure consumer protection and facilitate fair competition. The Weights and Measures Program ensures the accuracy and uniformity of Oregon's Commercial Weighing System. The Fuel Quality Program ensures the quality of Oregon motor fuel sold. The programs also provide laboratory analysis and technical support to the Department of Agriculture's enforcement programs, ensuring the quality and safety of agricultural products.

The Natural Resources Programs work ensure the proper and legal sale, use, and distribution of pesticide products. The programs also assist local soil and water conservation districts and help landowners properly manage Oregon's natural resources. They provide technical assistance and financial incentives for implementing conservation practices, such as cover cropping and riparian buffer strips to improve water quality and enhance soil health.

The Plant Protection and Conservation Programs protect Oregon's agricultural industries and natural environment from harmful plant pests, diseases, and noxious weeds. They ensure the health and quality of exported nursery stock, Christmas trees, seeds, and other agricultural products. The programs register industrial hemp growers and handlers, further the conservation of threatened and endangered plants, and providing technical assistance and resources for pest and disease control.

The 10-member State Board of Agriculture advises ODA on policy issues. They develop recommendations on key agricultural issues based on their expertise and insights from the agricultural industry. The board also advocates for the state's agricultural sector, ensuring that the department's policies and initiatives align with the industry's needs and interests.
Agricultural Commodity Commissions
Commodity commissions conduct promotional, educational, production and market research projects. The commissions are authorized by ORS chapters 571, 576, 577 and 578 and are funded by assessments on the producers of the commodities. The director of the Department of Agriculture appoints the members of all 23 commissions.
