The office provides leadership and policy direction to the department and all other state executive branch agencies. It oversees DAS’s public affairs, internal audits, economic analysis, legislative, and information technology (internal to DAS). The office is headed by the Chief Operating Officer, who is appointed by the governor. Staff also provides support to state government’s Enterprise Leadership Team, which is comprised of state agency leaders and serves as an advisory board to the governor and the office on long-term strategic policies and statewide initiatives.

Duties and Responsibilities: The office prepares the Governor’s Recommended Budget and monitors the development and execution of state agency budgets. The office provides management review services, issues certificates of participation to finance capital construction and infrastructure, helps agencies manage about three million acres of public lands and coordinates the state’s bonded debt process. The office manages the financial system infrastructure for state government, which includes accounting, payroll and financial reporting.

Duties and Responsibilities: The office is responsible for statewide human resource systems, policies and initiatives. This encompasses human resource management and consultation and includes establishing and maintaining classification and compensation plans, training and development, administering and maintaining the central state employee database, overseeing personnel recruitment and labor relations and performing Public Employees Retirement System reconciliation for all state agencies. The office also provides direction and services to promote a stable and qualified workforce in state government.

Duties and Responsibilities: This program provides budget, business continuity, performance management and data analysis services for the agency. The program is also responsible for DAS’s records management and administrative rules. It coordinates rate development, calculates rates, fees and assessments, performs financial analysis for DAS divisions, develops the statewide price list of goods and services, and prepares and monitors DAS’s biennial budget.

Duties and Responsibilities: This program provides services to state government, such as motor pool and surplus property, acquiring and maintaining space for state agencies, property management, real property transaction services (buy, sell and lease), project management, space planning, state building operations and maintenance and landscape maintenance. It also manages parking and commuter programs for state employees in Salem and Portland.

Duties and Responsibilities: This program provides accounting and payroll, mail distribution and printing, procurement, self-insurance and risk control and financial system management to Executive Branch agencies.

Duties and Responsibilities: The officer is an independent official directly responsible to the governor, who operates as the governor’s primary 
advisor for statewide enterprise technology and telecommunication projects and programs, implementation of the Information Technology (IT) 
Governance framework, and establishment of Oregon’s long-term IT strategy using the Enterprise Information Resource Management Strategy. The office is comprised of four sections: Enterprise Security Office, Strategic IT Governance, Enterprise Shared Services and Enterprise Technology Services.

Duties and Responsibilities: The office prepares state economic and revenue forecasts and long-term population and employment forecasts. It assesses long-term economic and demographic trends, evaluates their implications and conducts special economic and demographic studies. The office also prepares state criminal and juvenile population forecasts and manages the Highway Cost Allocation Study.

Duties and Responsibilities: The council is a group of 12 economists from academia, finance, utilities and industry. It works in conjunction with the Office of Economic Analysis.

Public Lands Advisory Committee

Duties and Responsibilities: The committee’s primary role is to advise DAS on all real property acquisitions, exchanges or terminal dispositions valued at $100,000 or more, for which the department must give its consent.

Duties and Responsibilities: The commission’s primary role is to review and make recommendations to the Legislature on the amount of annual salary to be paid to the governor, secretary of state, treasurer, attorney general, commissioner of the Bureau of Labor and Industries, members of the Legislature, chief justice and judges of the Supreme Court, and judges of the Court of Appeals, Circuit Courts and Tax Courts.

Duties and Responsibilities: The Public Records Advocate, appointed by the governor, provides advice, assistance and facilitated dispute resolution services at the request of government bodies or public records requesters, provides training on public records laws and leads the Public Records Advisory Council.

Duties and Responsibilities: The council, chaired by the public records advocate, works with the advocate and the State Archives Division to study and make recommendations concerning public records law and the advocate’s role, as well as practices, procedures, exemptions and fees related to public records. The council is also responsible for conducting regular surveys of state public bodies to gather information about their public records processes.
