Oregon Motor Voter Rules Advisory Committee

​​​​​​​​​​​​RAC Objectives

Pursuant to ORS 246.150, the Secretary of State’s Office will convene The Oregon Motor Voter Rules Advisory Committee (RAC). The RAC will meet from September 2025 through November 2025 for the purpose of identifying Oregon Administrative Rules (OAR)​. As part of this work, the RAC will conduct a comprehensive review of the system and recommend changes to the OAR, including regulations governing its implementation and the guidance outlined in the OMV manual.

RAC Charge

  • Analyze findings from the Baker Tilly and coordinate with relevant agencies to implement audit recommendations.
  • Recommend Revisions to Oregon Administrative Rules associated with Oregon Motor Voter to address improvements in the OMV system, pursuant to ORS 246.150 and ORS 247.017, ensuring they align with legislative intent and are clear, understandable, and enforceable.

RAC Outcome

The public comment period will open in December. Rules will be finalized by January 19, 2026.

RAC Meeting Schedule

RAC meetings will be held on a weekly basis from Monday Sept 8, 2025 until Monday November 24 from 8:30 to 10:30 a.m.

No meeting, Secretary of State’s office will be closed to observe Indigenous People’s Day. ​






December 2025: Draft of Final Rules Released, Public Comment Period Opens

January 2026: Adoption of Final Rules
