Present Duties
The Oregon Liquor and Cannabis Commission (OLCC) provides education about and enforcement of liquor and marijuana laws. OLCC places emphasis on addressing alcohol and marijuana sales to minors and visibly intoxicated people.
OLCC manages and distributes distilled spirits; licenses and regulates businesses that sell and serve alcohol; and trains and issues permits for alcohol servers. It licenses, regulates, and issues permits for marijuana workers and tracks adult-use cannabis in Oregon’s recreational marijuana industry. The OLCC is also responsible for administration and compliance of Oregon’s Bottle Bill.
Nine citizen commissioners set policy for the OLCC. The agency also relies on advisory committees, government officials and citizens to guide its decision-making. OLCC employs 347 people, is headquartered in Portland and has four regional and numerous satellite offices throughout the state. Through the sale of distilled spirits, and beer and wine privilege fees, OLCC is the third-largest revenue generator for the state. The 2021–2023 biennium value was over $1.6 billion, resulting in approximately $637 million distributed to the State General Fund, cities, counties, mental health/alcoholism/drug services and the Oregon Wine Board.
