Present Duties
The Land Use Board of Appeals (LUBA) has exclusive jurisdiction to review appeals of land use decisions made by cities, counties, districts, and state agencies. LUBA’s decisions are reviewable by appeal to the Court of Appeals. LUBA’s secondary mission is to make its decisions available as a decision-making resource to state and local legislators, land use professionals, city and county land use decision makers, property owners, and residents of Oregon.
LUBA is the first tribunal of its kind in the United States. It is a governor-appointed, three-member board, subject to confirmation by the Oregon Senate, serving four-year terms. Board members must be members of the Oregon State Bar. The board is assisted by two administrative staff and two staff attorneys.
