The commission establishes statewide transportation policy and provides direction and oversight to the Oregon Department of Transportation. The commission has five volunteer members appointed by the governor and confirmed by the Senate. Members serve a four-year term and may be reappointed. No more than three members may belong to the same political party and at least one member must reside east of the Cascade mountain range.

The Delivery and Operations Division ensures Oregon’s transportation network is built, maintained, and operated to the highest safety, efficiency and environmental standards. The division is responsible for delivering capital construction projects, managing transportation engineering and maintenance programs and conducting maintenance and operations services for ODOT’s multi-modal transportation system covering more than 19,000 highway lane miles.
Its activities include overseeing the entire lifecycle of transportation assets, identifying needs, defining service levels and monitoring asset conditions, designing highways, bridges and related structures, acquiring rights of way, delivering capital construction projects, building multimodal capacity on facilities, evaluating environmental impacts of proposed projects, and conducting traffic studies. The division maintains state highway routes (including snow removal, hazard mitigation, and traffic control), operates and maintains Intelligent Transportation Systems, traveler information systems (TripCheck, 511), technology for transportation operations/dispatch centers, operates and maintains the state radio system, and acquires, modifies and repairs ODOT’s fleet consisting of 7,000 pieces of equipment.

The division produces statewide transportation plans and policies, assists local governments in planning, collects and analyzes data to support strategic investment decisions, oversees transportation research, manages mulittimodal grant programs, and leads ODOT’s efforts to address climate change through transportation policy and investments. It is home to the State Highway Safety Office (Transportation Safety Office) which administers funding and provides oversight from the National Highway Transportation Safety Administration. The division develops the Capital Investment Plan (CIP)—a 10‑year roadmap that guides how projects are developed and how funding is programmed for future additions to the Statewide Transportation Improvement Program (STIP). It also supports intercity passenger bus and rail service and provides grants to local and regional governments and nonprofit organizations for transportation services. Programs include Transit, Intercity Passenger Rail and Bus, and Rail and Transit Safety.

The Commerce & Compliance Division regulates Oregon’s commercial trucking and rail systems to ensure the safe, efficient, and lawful movement of commercial freight, administering programs that collect and safeguard major State Highway Fund revenue, enforce size, weight, safety, and tax requirements, oversee commercial vehicle registration and IFTA reconciliation, conduct extensive roadside and safety compliance activities, and manage rail safety and transit oversight to protect public safety and maintain a reliable, compliant transportation network.

The Driver & Motor Vehicle Division (DMV) protects financial and ownership interests in vehicles, provides driver licenses and identification cards for Oregon residents and collects revenues for Oregon’s statewide multimodal transportation system. There are currently more than 3.1 million licensed drivers and more than 4.5 million registered vehicles in Oregon. DMV regulates and inspects about 3,500 vehicle- and driver-related businesses, such as auto dealers and dismantlers.
