Higher Education Coordinating Commission

Present Duties

The Higher Education Coordinating Commission (HECC) coordinates funding and policy and convenes partners across the public and private higher education arena. HECC is a 15-member volunteer commission appointed by the governor. The agency's authorities include advising the Legislature and governor, providing one strategic vision for Oregon higher education planning, funding and policy; authorizing postsecondary programs and degrees; administering key Oregon financial aid programs; collaborating with partners to oversee programs and administer funding to increase employment opportunities; supporting streamlined academic pathways; workforce training and support for businesses; and evaluating and reporting the success of higher education efforts.

In addition to the offices listed in agency subdivisions, the HECC has an Office of the Executive Director, responsible for executive leadership, commission administration, communications, legislative affairs, equity leadership, human resources and internal auditing; and administration of the Future Ready Oregon set of workforce and education investments.
