Council on Court Procedures

Oregon's civil trial procedures were once found in laws passed by the Legislature and scattered among the Oregon Revised Statutes (ORS), until the Council on Court Procedures was established by the Legislature in 1977 (ORS 1.725 to 1.760).

The Council codified Oregon's requirements governing pleading, practice and procedure in all civil proceedings in the circuit courts of the state – the Oregon Rules of Civil Procedure (ORCP) as the product of the Council,  is charged with the responsibility for maintaining the ORCP by promulgating amendments in odd-numbered years each biennium. The Council's promulgations amend the ORCP unless the Legislature by statute repeals, amends, or supplements a rule or a promulgation.  See the Council’s website and the above-referenced statutes for more detailed information.
