State Court Administrator
The state court administrator position was statutorily created in 1971 to assist the chief justice in exercising administrative authority and supervision over the state courts. In 1983, with unification and state funding of the trial and appellate courts, the duties of the position expanded to include supervision of the personnel plan for nonjudge staff and human resources; supervision of the accounting system for the state courts; preparation and management of the consolidated budget, revenue, and collections system; management of the legislative program requirements; inventory of state court property and procurement; internal audit; provision of legal contracts and services; collection and compilation of state court statistics; maintenance of a statewide automated information system; continuing education programs for judges and nonjudge staff; development of statewide administrative, personnel, fiscal and records policies and procedures concerning the courts, public information, and long-range planning for the future needs of the courts. In addition, the state court administrator oversees staff responsible for managing records of all cases filed with the Supreme Court, Court of Appeals and Oregon Tax Court. The administrator publishes the opinions of the Supreme Court, Court of Appeals and Oregon Tax Court and oversees the State Law Library. The administrator also has responsibility for administrative management of the Office of the State Court Administrator, including the State Court Security program, State Court Interpreter program, Certified Shorthand Reporters program and the State Citizen Review Board program. Under ORS 30.273, the state court administrator also calculates and posts the annual adjustment to the liability limitations under the Oregon Tort Claims Act.
