The Board of Licensed Professional Counselors and Therapists was created in 1989 to protect Oregon consumers seeking mental health counseling and marriage and family therapy services. The board determines if individuals meet the initial and continuing education, training and examination standards for licensure and issues new and renewal licenses to those who are qualified. The board develops policies and standards for professional practice and enforces disciplinary action against counselors, therapists and interns who engage in misconduct or are incompetent. It also issues civil penalties to individuals practicing in Oregon without a license or engaging in misrepresentation. The eight members of the board are appointed by the governor and confirmed by the Senate for three-year terms.
