Oregon's internationally recognized system of land use planning is at once comprehensive, complex, and controversial. The passage of Measure 37 in 2004 created shockwaves that reverberated through the system for years. More recent, critics have claimed that land use restrictions have contributed to affordability issues related to buying or renting housing in Oregon cities.
