​​​The Archives Division of the Secretary of State is charged with retaining all official filing records for the Oregon Administrative Rules and 5-year review reports submitted by agencies. The Division publishes a monthly Bulletin that contains filing for the Notices of Proposed Rulemaking, Statutory Minor Corrections, Permanent Administrative Orders, and Temporary Administrative Orders that were filed in the month prior to publication. The Division also publishes reports of 5-year reviews submitted by agencies and submits it to the Legislature on Feb. 1 of each year. In January of each year the Archives division publishes an annual compilation of all OARs in effect at the time of publication.

In 2017 the Archives division launched the Oregon Administrative Rules Database (OARD) to modernize the rule filing process and provide an online portal for agencies to submit their rulemaking through. Filings that were submitted prior to the 2017 launch of OARD can be found in the Archived Publications & Reports section below for the years indicated by the type of publication.

Any publication that are not available online may be requested by emailing adminrules.archives@sos.oregon.gov. The Oregon State Archives staff will work with requesters to provide records.
