Oregon Motor Voter Rulemaking


The Secretary of State adopted the Oregon Motor Voter (OMV) Registration Manual by administrative rule 165-005-0170​, Dec. 18, 2015. The manual established the process of registering qualified individuals to vote using DMV data.

Specifically, the Oregon Motor Voter Registration Manual​ addresses the following:

  • Initiating the Motor Voter Process
  • Data Transfers from DMV to the Elections Division
  • Registration through Oregon Motor Voter Process
  • Registration Updates through Oregon Motor Voter Process
  • Public and Protected Records
  • Instructions for completing the OMV Card

Public Involvement

Over a period of 4 months, the Secretary of State received testimony on the proposed adoption of the OMV Registration Manual. Hearings were held throughout the state to encourage public involvement in the development of the Manual. Hear audio (MP3) of each meeting below.

Background Materials

2016 Amendments

In March of 2016, the Secretary of State convened the Rule Advisory Committee to discuss amendments to the OMV Registration Manual. Proposed amendments clarified the rule and provided the schedule and process for registering qualified individuals who interacted with DMV in 2014 and 2015.

​Public Involvement

The Secretary of State convened a public hearing on April 22, 2016, to discuss and receive testimony on the proposed amendments to the Oregon Motor Voter Registration Manual adopted by administrative rule 165-005-0170.

Amendments to the Oregon Motor Voter Registration Manual were adopted by administrative rule and are effective May 13, 2016.
