The Oregon Public Utility Commission (PUC) regulates investor-owned electric, natural gas, telephone utilities and select water companies. The PUC’s mission is to ensure Oregonians have access to safe, reliable and fairly priced utility services.

The rules governing PUC proceedings and the regulatory process are set forth in Oregon Administrative Rules Chapter 860, while the PUC’s Internal Operating Guidelines inform the public of its decision-making process and describes the responsibilities of the PUC. Decisions are made by the three governor-appointed commissioners during regularly scheduled public meetings.

The PUC’s Residential Service Protection Fund  includes the following programs:  Oregon Telecommunications Relay Service allowing Oregonians who are deaf, hard of hearing, ​or have a speech disability to make and receive calls through specially trained operators; Oregon Telephone Assistance Program providing a monthly discount on phone or high-speed internet service for those eligible; Telecommunication Devices Access Program loans providing specialized telecommunications equipment to Oregonians with a disability in hearing, vision, speech, mobility or cognition; Emergency Medical Certificates assisting Oregonians with a lenient payment arrangement if they are under a doctor’s care and have medical equipment needing utility service.​
